Re: disaster relief, I find the comparisons between countries' relief totals to be very unseemly. As I have stated numerous times before, there is nothing moral, righteous or charitable about governments stealing property from its citizens, then trumpeting how THEY are compassionate. It makes me ill.
The more practical point: governments inevitably squander wealth meant for disaster victims. Their track record with internal investments is atrocious, so why would foreign aid be any different?
